An IT department without a development team can build its own applications with AI agents if three things are in place: a clear framework, a real first project and one person who takes ownership. Ten weeks are enough to get started.

## Weeks 1 and 2: set the framework

Tools, repositories, approvals and a security catalogue are set up. Plus the roles: Sponsor, Product Owner, Application Manager and Super User in the business unit.

## Weeks 3 to 6: the first project

A manageable project with real value, such as replacing a form with a workflow. One release every week, one review with the coach every week.

## Weeks 7 to 10: routine

Maintenance calendar, release cadence, cost monitoring for AI usage and a feedback channel for users. After that, the team builds the second project largely on its own.

## The roles

- **Sponsor:** decides on budget and priority.
- **Product Owner:** owns requirements and acceptance.
- **Application Manager:** leads the agent team and looks after operations.
- **Super User:** tests in the business unit and collects feedback.
